Following 46 Years of analogue television creation, aggregation and transimission, delivering 24×7 News and entertainment to millions of Australians, My team led the development of Digital Television:
- Technical Transmission Stream (digital data layer) Design
- 7 Layer Design
- Network Transmission Layer systems Design
- Design & Refits to 60 spaces within 12 properties to provision for new studios, Central Technical Facilities, Data Centres
- Design & Constuction of Upgrades to 11 operational critical enviroments doubling the size of the floorplate, whilst integrating into the existing Transmission stacks
Project Name: | Digital Television Transition |
Client Company: | Network 10 |
Project Type: | Critical Environments – Data Centres and Transmission Systems |
Project Value: | $32m |
Project Start and Finish: | 1999-2022 |
Strategic Objective: | Advise Government on the National Licencing Scheme for the Transition from analogue to digital television. Ensuring nationwide compliance with government legislation and implementing new product (Digital) into existing infrastructure by building new facilities to accomodate Dual Transmission of Analogue and Digital Television concurrently, increasing capacity, and delivering redundancy and reliability for uninterrupted service to over 5.4 million viewers daily |
The Challenge / Need: | With government mandates requiring a nationwide shift from analogue to digital television, Network 10 needed to: – Upgrade all existing transmission systems to handle digital signals. – Double the size and capacity of each transmission station. – Enhance antenna stack systems for digital signal optimization – Integrate advanced operational safety systems while maintaining seamless broadcast continuity throughout the transition. This large-scale transformation needed to address highly technical issues, operational impacts, and logistical complexities of implementing a program of works across geographically dispersed locations, in a committed – publically advertised Drop dead date (1/1/2000). |
Our Approach: | Our consultancy adopted a structured and multi-phased approach to ensure clarity, efficiency, and successful execution: – Holistic Assessment:Analyzed successes and failures from international digital television transitions to guide best practices. – Needs Analysis: Conducted a detailed business needs assessment to identify specific requirements for each site. – Safety & Operational Integration: Assessed integration with existing safety systems and operational interfaces. – Stakeholder Engagement: Delivered change communication sessions and executive leadership presentations for alignment. – Design & Planning: Executed full infrastructure design using BIM frameworks. – Procurement Control: Managed the EOI, RFT process, and performance contract execution. – Phased Rollout: Implemented staged upgrades across the 11 sites to minimize disruption. |
Solution & Key Deliverables: | Infrastructure Upgrades: Comprehensive construction and design of site-specific infrastructure enhancements. Technological Integration: Upgraded fibre optic distribution with redundancy across all sites. Enhanced Capacity: Upgraded electrical, mechanical, and antenna systems for increased reliability. Power Redundancy: Installed Static UPS systems supported by diesel generators for fail-safe power supply. Handover Documentation: Delivered full operational handover, including BIM-referenced documentation integrated with DCM systems. Training & Support: Provided comprehensive operational training for site teams. |
Risks and Challenges: | Continuous Broadcast Operations: Ensuring uninterrupted broadcast services during phased construction and upgrades. Geographical Dispersal: Managing multiple teams across 11 remote locations. Technology Integration: Aligning legacy analogue infrastructure with new digital systems. Stakeholder Alignment: Balancing diverse requirements from technical, operational, and leadership teams. |
Result / Outcome: | – Successfully delivered all programs of works to have digital television transmission operating by 1/11/1999. – Provided reliable broadcast services to over 5.4 million viewers nationwide. – Installed robust fibre optic distribution networks with redundant services for maximum uptime. – Enhanced electrical and mechanical systems to ensure sustained operational excellence. – Delivered operational handover seamlessly with complete documentation and training. |
Our Value-Added Differentiator: | Our success stemmed from our ability to blend technical expertise, strategic leadership, and rigorous execution collaborating with all stakeholders early through my RAMBO process, maximising clarity, minimising re-work: – Integrated Solutions: A holistic approach addressing technical, safety, and operational requirements. – Collaborative Leadership: Engaged all stakeholders, from executive teams to on-ground operators, ensuring alignment and accountability. – Innovative Design Frameworks: Leveraged advanced tools such as BIM and DCM for seamless integration. – Reliability and Redundancy: Ensured operational resilience through fail-safe systems and phased implementation. |
