Empowering Banking Excellence

Barclays Bank – Marina Bay Financial Centre (MBFC), Level 56 Fit‑Out

Client: Barclays Bank
Location: Marina Bay Financial Centre (MBFC), Singapore
Project Type: Capital Project – REIT – Mission‑Critical Corporate Fit‑Out
Project Value: SGD $27.9 million
Project Duration: 2017
Role: Head Contractor – Program Director

Strategic Objective

Barclays required a high‑performance, multi‑functional operational floor within Marina Bay Financial Centre—one of Asia’s most demanding financial precincts.

The objective for MBFC Level 56 was to deliver a fully integrated workplace environment capable of supporting critical administrative, operational, and collaborative banking functions, while maintaining absolute continuity of business operations and full compliance with Barclays’ global design, security, and governance standards.

This was a strategically significant delivery within a live, Tier‑1 banking environment.

The Challenge / Need

The project presented a convergence of operational risk and delivery complexity:

  • Relocation of multiple mission‑critical administrative functions
  • Zero tolerance for disruption to banking operations
  • Requirement to meet Barclays’ global design, compliance, and security standards
  • High density of IT, BMS, and environmental control integration
  • Tight timeframes and budget constraints
  • Delivery within a live REIT‑managed, landlord‑governed environment

Any failure in sequencing, integration, or commissioning would have created immediate operational and reputational risk.

Project Scope

The engagement encompassed full end‑to‑end delivery of the Level 56 fit‑out, including:

  • Workplace strategy alignment and spatial planning
  • Architectural, engineering, and BMS coordination
  • IT, security, and environmental systems integration
  • Construction delivery across all base‑build and fit‑out disciplines
  • Operational transition planning and handover

Our Approach

A dependency‑led, governance‑first delivery model was applied—designed to protect business continuity while delivering scale and quality.

Key elements included:

  • Comprehensive Needs Analysis: Defining functional, operational, and technical requirements upfront
  • Stakeholder Integration: Continuous engagement with Barclays operations, IT, risk, and corporate services teams
  • Zoning Discipline: Clear separation and integration of administrative, operational, and collaborative areas
  • Systems Integration Leadership: Coordinated delivery of IT, BMS, security, and environmental controls
  • Future‑Ready Design: Flexible layouts supporting adaptability and growth

Throughout delivery, decisions were filtered through a single lens: operational certainty.

Risks and Challenges

Key risks requiring deliberate management included:

  • Relocation of mission‑critical functions without service interruption
  • Integration of complex IT and BMS systems in a live banking environment
  • Managing stakeholder density across global and regional teams
  • Maintaining schedule certainty under high delivery pressure

These risks were mitigated through disciplined phasing, rigorous change control, and continuous validation against operational readiness criteria.

Solution & Key Deliverables

The project delivered:

  • Optimised workspace layouts balancing individual focus, collaboration, and administrative functions
  • Integrated state‑of‑the‑art IT infrastructure supporting secure, resilient operations
  • Secure access control and monitoring across all functional zones
  • Energy‑efficient lighting and HVAC systems aligned with sustainability objectives
  • Comprehensive operational handover documentation and staff training

All systems were fully tested and commissioned prior to occupation.

Delivery & Safety Performance

The project was completed with:

  • ~126,000 work hours
  • Zero Lost Time Injuries (LTI)
  • One First Aid Incident (FAI)

This reflected disciplined safety and execution control in a high‑density construction environment.

Outcome

The project achieved:

  • Successful delivery of a fully operational, multi‑functional banking floor
  • Alignment with Barclays’ global workplace, security, and compliance standards
  • Improved operational efficiency through integrated, ergonomic workspace design
  • High levels of staff satisfaction and usability
  • Delivery on time and within budget, exceeding quality expectations

Barclays gained a future‑ready operational environment supporting critical banking functions at scale.
