Strategic Objective
As part of the NSW Department of Education and Training’s Energy Efficiency in Schools Program, Northern Beaches High School was selected for targeted upgrades to reduce energy consumption while maintaining a safe, functional learning environment.
School and departmental leaders required an outcome that delivered measurable energy efficiency improvements—without interrupting teaching, learning, or daily operations. The objective was to design and implement a lighting upgrade that improved performance, reduced energy usage, and aligned with government policy, all within a live school setting.
The Challenge / Need
Delivering energy upgrades in an occupied secondary school required careful balance:
- A fully operational campus with no tolerance for disruption during school hours
- Multiple stakeholder groups requiring approval and operational confidence
- Integration of upgraded lighting with existing electrical and control systems
- Strict compliance with safety, evacuation, and education‑sector standards
- The need for works to be completed entirely within normal business hours
The challenge was not just technical—it was operational, social, and governance‑driven.
Project Scope
The engagement encompassed program planning, design coordination, and execution oversight, including:
- Lighting solution design aligned to the Energy Efficiency in Schools program
- Stakeholder and departmental approvals on practical implementation and operational impacts
- Development of a detailed execution plan
- Development of the overall program plan for client review and approval
- Business‑hours construction, commissioning, and handover
Our Approach
I applied a stakeholder‑centric and execution‑disciplined delivery model, designed specifically for live education environments.
Key elements included:
- Integrated Design Coordination: Working with the client‑assigned architect, specialist engineering firms, and technology providers to deliver a fit‑for‑purpose lighting solution
- Governance & Approvals: Managing departmental and stakeholder reviews to validate implementation impacts before works commenced
- Execution Planning: Development of detailed execution and program plans to sequence works safely and efficiently
- Stakeholder Management: Direct engagement with 104 staff members, ensuring clarity, confidence, and operational continuity
- Business‑Hours Delivery: All works programmed to occur without impacting the function of the school
The guiding principle was simple: deliver sustainability outcomes without the school feeling the works.
Risks and Challenges
Key risks addressed included:
- Disruption to teaching and student movement
- Safety management in an occupied school environment
- Interface complexity between new lighting systems and existing services
- Stakeholder concern regarding operational impacts
These risks were mitigated through early engagement, clear communication, disciplined sequencing, and robust safety controls.
