The Continuous Delivery Learning Loop (CDLL) is a structured continuous improvement framework that enables teams to plan, execute, review, learn, standardise, and re-plan, ensuring that each delivery cycle is informed by the lessons, data, and improvements from the last, resulting in progressively better outcomes over time.

The framework consists of six integrated stages.

1. Plan

Define scope, strategy, risks, assumptions, resource requirements, and measurable success criteria.

2. Execute

Deliver the work while capturing actual performance data, tracking commitments, and monitoring key performance indicators.

3. Review

Assess outcomes against schedule, cost, quality, stakeholder satisfaction, and commercial objectives.

4. Learn

Conduct structured retrospectives, perform root cause analysis, and identify patterns that can be leveraged or avoided in future work.

5. Standardise

Update templates, processes, checklists, procedures, risk controls, estimating models, governance artefacts, and AI-enabled tools to embed improvements into the operating system of the organisation.

6. Re-plan

Commence the next delivery cycle using the improved standards, insights, and intelligence generated from previous cycles.

Rather than viewing lessons learned as a project closure activity, CDLL treats learning as a core operational process.

Why Lessons Learned Alone Are Not Enough

Many PMOs conduct lessons learned workshops. Few realise meaningful value from them!

The reason is simple: Knowledge is rarely converted into operational change.
