Barclays Bank – 1 Church Hill Place, Hong Kong | Multi‑Floor Fit‑Out & Critical Infrastructure Integration
Client: Barclays Bank
Location: 1 Church Hill Place, Hong Kong
Project Type: Capital Project – Corporate Banking Fit‑Out
Project Value: USD $7 million
Project Duration:Start: [Project Commencement] – Finish: November 2017
Role: Program Leadership & Delivery
Strategic Objective
Barclays required a world‑class corporate workplace at 1 Church Hill Place—one capable of supporting high‑intensity banking operations, executive leadership, and technology‑driven workflows at scale.
The objective was to deliver a fully integrated fit‑out across 33 floors, incorporating resilient infrastructure, advanced technology systems, and flexible office environments—while executing in parallel with shell‑and‑core base‑build construction.
This was a high‑stakes delivery environment, where time, reliability, and compliance were non‑negotiable.
The Challenge / Need
The project operated at the intersection of complexity, density, and consequence:
- Fit‑out works executed concurrently with shell‑and‑core construction
- High concentration of critical systems including:
- Standby cooling
- UPS and power resilience
- Extensive structured data cabling
- Advanced fire detection and life‑safety systems
- Requirement for phased handovers across 33 floors
- Tight timelines aligned to occupancy and operational readiness
- Multiple stakeholder groups across client, landlord, consultants, and contractors
Failure in sequencing or coordination would have resulted in cascading delays and operational risk.
Project Scope
The engagement encompassed end‑to‑end delivery oversight, including:
- Multi‑floor corporate fit‑out delivery
- Technology, AV, security, and infrastructure integration
- Demolition and reinstatement works
- Fire‑life safety and compliance coordination
- Phased handover planning and execution
- Quality assurance, defect management, and landlord approvals
Our Approach
A phased, dependency‑led delivery model was applied—designed to maintain certainty while operating inside an active construction environment.
Key elements included:
- Detailed Needs & Interface Analysis: Early identification of technical, spatial, and sequencing constraints
- Concurrent Construction Coordination: Tight alignment between shell‑and‑core works and fit‑out activities to eliminate clashes
- Technology Integration Leadership: Close collaboration with Barclays’ IT, AV, and security teams to ensure seamless system delivery
- Staged Delivery Planning: Execution across three distinct phases to support progressive occupation
- Compliance & Readiness Control: Continuous validation against landlord, statutory, and operational requirements
The focus was not just delivery—but predictable, risk‑controlled delivery at scale.
Risks and Challenges
Key risks requiring deliberate management included:
- Interface risk between base‑build and fit‑out contractors
- Technology commissioning dependencies across multiple floors
- Maintaining quality consistency across a large vertical footprint
- Schedule compression under fixed occupation milestones
These risks were mitigated through disciplined sequencing, daily coordination, and proactive issue resolution.
Solution & Key Deliverables
The project delivered:
- Removal of existing furniture and redundant infrastructure
- Decommissioning and return of IT, AV, and security systems
- Demolition of partitions, ceilings, and obsolete services
- Concrete slab self‑levelling across multiple floors
- Electrical rewiring for power distribution and lighting
- Installation of new entrance doors, fire exits, and boundary walls
- Final finishes, painting, and compliance works
- Complete as‑built documentation approved by the landlord
Each phase was delivered as a fully compliant, handover‑ready environment.
Outcome
The project achieved:
- Successful delivery across 33 floors, completed in three defined phases
- All handovers completed on time
- Full defect resolution and final client sign‑off
- Landlord approval of all reinstatement and fit‑out works
- A resilient, technology‑enabled workplace supporting Barclays’ operations
Barclays gained a high‑performance corporate environment delivered under tight constraints—without compromise on quality or reliability.
