The facility was conceived not only as a production asset, but as a strategic platform to support China\u2019s transition toward safer, more efficient, and environmentally responsible mining and materials handling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective was to deliver a fully integrated, internationally accredited manufacturing operation capable of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Advancing clean\u2011technology solutions for improving safety in Chinese mines<\/li>\n\n\n\n<li>Reducing ash content and non\u2011coal elements in Chinese coal<\/li>\n\n\n\n<li>Improving calorific performance and reducing pollution impacts in major Chinese cities<\/li>\n\n\n\n<li>Alleviating transportation bottlenecks through improved material processing and handling<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">As Chairman, CEO and major share holder I was engaged to lead the delivery of the company\u2019s strategic business case and execution program, from concept through to full operation. ie: MVP, Proof of Concept, Scale up, Scale out.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The Challenge \/ Need<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge extended well beyond constructing a facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mestelle Yantia needed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establish a large\u2011scale, first\u2011class manufacturing operation in China<\/li>\n\n\n\n<li>Align Australian engineering standards with Chinese manufacturing execution<\/li>\n\n\n\n<li>Integrate clean\u2011technology objectives driven by national policy into practical industrial capability<\/li>\n\n\n\n<li>Develop engineering, project management, and execution systems concurrently with the physical build<\/li>\n\n\n\n<li>Achieve international quality, environmental, and safety accreditation from day one<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Failure to align infrastructure, systems, people, and policy objectives would have compromised credibility\u2014both commercially and strategically\u2014at a national level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With investment partners including Yantai Taili, Beijing Camda, Volovo China, Audi China and GM China together build a western technical Centre of excellence in Bulk Materials Handling and Clean-tech, in China.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Project Scope<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As Chairman and CEO, I led and coordinated a comprehensive, multi\u2011layered scope including:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Strategic &amp; Capability Development<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Development of the Engineering Design Team<\/li>\n\n\n\n<li>Development of the Project Management Process<\/li>\n\n\n\n<li>Development of the Execution Plan<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Facility Development<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Development of a 21,000 sqm manufacturing property in Yantai, China<\/li>\n\n\n\n<li>Fully equipped mechanical workshop<\/li>\n\n\n\n<li>Fully equipped structural workshop<\/li>\n\n\n\n<li>14,000 sqm hard\u2011stand area for equipment erection<\/li>\n\n\n\n<li>9,000 sqm of office space<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Systems &amp; Integration<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>IT infrastructure enabling real\u2011time integration between Sydney\u2011based design teams and the Yantai manufacturing environment<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Quality, Safety &amp; Accreditation<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>International quality recognition<\/li>\n\n\n\n<li>ISO 9001 accreditation<\/li>\n\n\n\n<li>ISO 14001 accreditation<\/li>\n\n\n\n<li>OHSAS 18001 accreditation<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Our Approach<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Guiding the project from strategic concept through to full operational delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key elements of the approach included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Development of concept designs aligned to clean\u2011technology manufacturing objectives<\/li>\n\n\n\n<li>End\u2011to\u2011end program leadership across design, construction, systems, and commissioning<\/li>\n\n\n\n<li>Collaboration with the Yantai Institute for Clean Technology, the University of Yantai, the China Institute of Complex Materials Research, and the China\u2013Australian Mining Development Alliance<\/li>\n\n\n\n<li>Implementation of best\u2011practice methodologies for production workflows and advanced manufacturing systems<\/li>\n\n\n\n<li>Early integration of international governance, quality, environmental, and safety frameworks<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The role was to provide clarity, structure, and confidence in navigating a complex, cross\u2011border, policy\u2011aligned industrial program.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Risks and Challenges <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Key risks requiring deliberate executive decision\u2011making included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Aligning clean\u2011technology objectives with practical manufacturing capability<\/li>\n\n\n\n<li>Coordinating government, academic, and industrial stakeholders across jurisdictions<\/li>\n\n\n\n<li>Delivering a multi\u2011faceted facility while simultaneously developing operating systems and teams<\/li>\n\n\n\n<li>Achieving international accreditation without rework or delay<\/li>\n\n\n\n<li>Maintaining schedule and budget certainty across a greenfield international development<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These risks were actively managed through disciplined governance, early stakeholder alignment, and a systems\u2011led delivery model.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Solution &amp;
